Manager, Trade Control

Objectives of the Position
- Provide the expertise in all Trade Control related matters to maintain compliance and protect the business interests of ECMS regarding Trade Control activities in China and the Asia Pacific region.
- Support the global trade compliance program of ECMS by backing up trade control team members and responsibilities in EMEA and Americas.
Main Tasks
- Perform operational tasks but also strategic oversight of trade control, primarily for China and Asia Pacific, but also provide back up to the Trade Control team globally. Trade Control at ECMS primarily encompasses primarily export control globally, including the following types of regulations (US EAR, ITAR, Global Dual Use Regulations, Prior Informed Consent, Conflict Minerals, Drug Precursors, Chemical Weapons, Explosives, Sanction Party and Embargoes.)
- Assess risk and assure that the trade control program robustly addresses the risks associated with ECMS products and markets.
- Monitor all Trade Control related regulations in China and Asia Pacific, pro-actively assess the impact to ECMS and develop strategies to manage in order to assure compliance and business continuity
- Engage with relevant authorities when necessary
- Apply for licenses or exemptions to assure compliance and business continuity
- Classify products against export control laws in Asia Pacific and globally
- Perform regulatory reviews in SAP-GTS including Sanction Party List/Embargo screening as well as other regulations; Appropriately clear blocked orders in SAP-GTS and manage licenses.
- Coordinate and obtain relevant documents (e.g. end-use declarations, customer plausibility checks) for authority applications.
- Monitor performance in order to support governance, reporting and optimization.
- Support program development, including training, for ECMS’s global Trade Control implementation.
Minimum Education and Qualification Required for the Position
- Education: Bachelor degree, majored in science or supply chain/logistics. Master degree will be a plus.
- Working Experience: At least 7 years of experience in China/Asia Pacific trade control, primarily export management. Global trade control experience will be a plus.
- Technical & Professional Knowledge:
- Comprehensive knowledge of Chinese and Asia-Pacific Trade Control laws
- Experience of interacting with compliance authorities, particularly in China
- Knowledge of supply chain operations and foreign trade processes
- Experience of performing trade control classifications and license application and management
- Proficient in SAP S4 GTS System
- Global Trade Control knowledge and experience
- Ability to develop proactive business strategy related to regulatory changes and impact
- Ability to communicate both written and verbal, in English, at all levels of the organization
