Objectives of the Position
- Be responsible for the work safety supervision and management covering the entire process of hazardous chemical business activities. Ensure the full business chain, including supplier admission, procurement, sales, product circulation, transportation arrangement and emergency management, continuously complies with the statutory safety requirements specified in the Hazardous Chemical Trading License and other relevant regulations. 负责危险化学品经营活动全过程的安全生产监督管理工作，确保企业经营活动的全链条（供应商准入、采购、销售、流向、运输委托、应急等）持续符合《危险化学品经营许可证》法定安全生产条件及其他相关要求。
Main Tasks
(I) Development of Rules & Procedures
• Organize or participate in formulating the full-staff work safety accountability system and safety management systems applicable to hazardous chemical trading without warehousing.
• Management system for procurement and sales of hazardous chemicals (including qualification review procedures for suppliers and customers).
• Management system for circulation registration and document control of hazardous chemicals.
• Work safety training system and safety investment guarantee system.
• System for investigation, rectification and management of potential work safety hazards.
• Emergency management system, as well as incident reporting, investigation and handling system.
(II) Supply Chain Qualification Review & Compliance Management
• Supplier access review: Establish and maintain the list of qualified suppliers. Verify valid certificates including the Hazardous Chemical Production License or Hazardous Chemical Trading License of upstream suppliers to ensure legitimate procurement channels.
• Customer qualification review: Verify purchasing qualifications of downstream customers (e.g., purchase permits for highly toxic chemicals, filing certificates for precursor chemicals) to confirm that buyers hold legitimate qualifications for usage or trading.
• Transportation assignment review: Examine the hazardous goods transportation qualifications of carriers, vehicle annual inspection certificates, tank inspection reports, as well as professional certificates of drivers and escorts. Establish ledgers for transportation assignments.
• Circulation monitoring: Supervise the establishment of authentic and complete procurement & sales ledgers for hazardous chemicals, to ensure consistent accounts and actual goods, and traceable product circulation. Sales to entities without valid permits or certificates are strictly prohibited.
(III) Personnel Training & Qualification Management
• Organize or conduct work safety education and training for the company, and keep truthful training records.
• Manage safety qualification certificates for relevant staff, including the company’s principal responsible person and other safety administrators. Ensure all certificates remain valid, and arrange timely review and renewal.
• Require employees (especially procurement and sales staff) to attend safety training on hazardous chemicals, so that they fully understand the hazardous properties and emergency response measures of the chemicals traded.
(IV) Safety Management of Workplace & Office Areas
• Inspect the safety conditions of business and office premises. Ensure fire-fighting equipment, emergency facilities comply with relevant regulations.
• Organize or participate in hazard inspection and rectification. Establish hazard ledgers and follow up to ensure all issues are fully rectified.
(V) Emergency & Incident Management
• Organize or participate in drafting special emergency response plans for hazardous chemical trading without warehousing (focusing on transportation accidents, leakage/fire in office areas, personnel poisoning and other scenarios), and assist with the filing of emergency plans.
• Organize at least one drill for the general emergency plan or on-site disposal plan every year.
• Participate in emergency rescue, incident investigation and handling, and implement preventive and corrective measures.
(VI) License Compliance & Document Management
• Assist the company’s principal responsible person in preparing and submitting application, renewal and alteration documents for the Hazardous Chemical Trading License, and ensure all personnel qualification documents are authentic and valid.
• Establish and improve work safety management archives, including personnel qualification ledgers, supplier & customer qualification files, procurement & sales circulation records, training records, hazard inspection records, emergency drill records and filing receipts of emergency plans.

• 危险化学品购销管理制度（含供应商/客户资质审核流程）
• 危险化学品流向登记与票据管理制度
• 安全生产教育培训制度、安全投入保障制度
• 生产安全事故隐患排查治理制度
• 应急管理制度、事故报告与调查处理制度
（二）供应链资质审核与合规管理
• 供应商准入审核：建立并维护合格供应商名录，核验上游供应商的《危险化学品安全生产许可证》或《经营许可证》等资质，确保采购渠道合法；
• 客户资质审核：核验下游客户的购买资质（如剧毒化学品购买凭证、易制毒化学品购买备案证明），确保销售对象具备合法使用/经营资格；
• 运输委托审核：审核承运单位的危险货物运输资质、车辆年检及罐体检测证明、驾驶员和押运员从业资格证，建立运输委托台账；
• 流向监控：监督建立真实、完整的危险化学品购销台账，确保账物相符、流向清晰可追溯，严禁向未取得许可或证明的单位销售。
（三）人员培训与资质管理
• 组织或参与本单位安全生产教育和培训，如实记录培训情况；
• 管理本岗位及企业主要负责人的安全资格证书，确保证书在有效期内，及时组织复审/换证；
• 督促从业人员（特别是采购、销售岗位）接受危险化学品安全知识培训，确保其了解所经营化学品的危险特性及应急处置措施。
（四）现场与办公区域安全管理
• 检查企业经营场所（办公场所）的安全状况，确保消防器材、应急设施等符合要求；
• 组织或参与隐患排查治理，建立隐患台账并跟踪整改闭环。
（五）应急与事故管理
• 组织或参与编制无储存经营专项应急预案（重点针对运输途中事故、办公场所泄漏/火灾、人员接触中毒等场景），配合完成应急预案备案；
• 每年至少组织一次综合应急预案演练或现场处置方案演练；
• 参与事故应急救援和调查处理，落实防范和整改措施。
（六）许可合规与档案管理
• 配合企业主要负责人准备、提交《危险化学品经营许可证》申领、延期、变更材料，确保人员资质材料真实有效；
• 建立、健全安全生产管理档案，包括人员资质台账、供应商/客户资质档案、购销流向台账、培训记录、隐患排查记录、应急演练记录、应急预案备案回执等。
Minimum Education and Qualification Required for the Position
• Education Background: Bachelor’s degree. Majors in Safety Engineering, Chemical Engineering or Chemistry are preferred.
• Work Experience: A minimum of 1-year working experience in EHS, Quality Management or Supplier Management. Familiar with ISO system management requirements. Certified Safety Professional is preferred.
• Professional Competencies & Skills:
o Hard-working, with good coordination skills and ability to work under pressure. Trustworthy, highly responsible and effective in communication.
o Excellent written English.
